Qualifications

Alan Mehlenbacher has a PhD in Economics from the University of Victoria and an MBA from Simon Fraser University. He has also earned an MSc from the University of British Columbia, a BS from the University of Michigan, a Certificate in Strategic Management from the American Management Association, and a CMC designation and Certificate in ISO 9000 Implementation from the Institute of Certified Management Consultants.

Alan is currently an Assistant Professor (limited term) in the University of Victoria's Economics Department, with interest and expertise in environmental economics (international agreements), energy economics (renewable energy), forest and climate economics ( Pacific Climate Impact Consortium), auctions in context, and applications of computational economics and econometrics. He also provides consulting services that draw on his unique combination of:

Economics Consulting Services

Alan's economics consulting services focus on technical applications, including economic simulations, computational models, and econometric analysis. He is a skillful user of computational tools (Excel, Matlab, GAMS, Mathematica), statistical software (Eviews, Gauss, Stata), and progamming languages (Java, Visual Basic) and has developed a comprehensive simulation platform for computational auction experiments using multi-agent systems. Although this simulation platform is currently focused on auction markets, it has also been used to simulate other market problems.

He also has expertise in other standard computational modelling techniques using differential equations and optimization, and has applied artificial intelligence techniques such as Bayesian networks and fuzzy logic to business applications for professional experts and executives. Alan has also designed expert systems that optimized transportation routes, made complex forest harvesting decisions, and determined business strategies, and has developed executive information systems for use in engineering, tourism, and water management.

Consulting Experience

Alan has provided consulting services to private and public sector managers in British Columbia, Alberta, and Alaska, and has been an associate consultant with the Vancouver management consulting firms SRI Strategic Resources Inc. and The Signal Group. Previous project deliverables have included computational models, strategic plans, cost-benefit analyses, company valuations, capital project valuations, business plans, performance measurements, IT plans, information management plans, major project plans, project turnaround strategies, and advice and counsel on strategic and competitive issues. He has also developed executive systems for performance measurement, budget forecasting, financial administration, and project tracking using Excel and VisualBasic. He was previously a partner in Stellar Systems Group Inc., President of Stellar Financial Management Group Ltd., and an IT Director with the BC Systems Corporation and the BC Ferry Corporation.
